Um breve balanço do Encontro Brasileiro de Governo Aberto

No dia 29 de novembro, foi realizado em São Paulo, o I Encontro Brasileiro de Governo Aberto. O evento contou com a participação de cerca de 250 pessoas entre gestores, ativistas, acadêmicos e cidadãos.

No encontro, foi lançada a prévia do III Plano de Ação do Brasil, apresentada por Otávio, da CGU e debatida por Joara Marchezini (ONG Artigo 19) e Jorge Machado (COLAB). Também foi lançado o Plano de Ação da Prefeitura de São Paulo, apresentado por Laila Belix, coordenadora do programa São Paulo Aberta.

No período da tarde foram organizadas duas sessões com eventos paralelos. Na primeira, o grupo de trabalho para construção de uma agenda de pesquisa em governo aberto (academia), uma mesa de debate sobre Transparência e Meio Ambiente, além das oficinas sobre Acesso à Informação para Migrantes e Refugiados e  de Mídias Sociais, Participação e Mobilização. Na segunda, um painel para troca de Experiências entre Cidades, uma roda de Conversa sobre Dados Abertos e ainda uma mesa de debate sobre Temas Transversais de Governo Aberto.

Professores debatem governo aberto no GT da Academia.

O GT da Academia, coordenado pelo professor Jorge Machado um dos coordenadores do COLAB/USP, contou com a participação dos professores José Carlos Vaz (Gestão de Políticas Públicas/USP), Alessandro Soares (Gestão de Políticas Públicas/USP), Gustavo Justino de Oliveira (Direito/USP), Wagner Romão (Ciência Política/Unicamp), Gabriela de Brelàz (Administração /Unifesp) e Gisele Craveiro (Sistemas de Informação/USP).

Como destaques, o professor Vaz chamou a atenção para os limites e capacidades do Estado em fazer as reformas para abrir-se mais à sociedade. A professora Gabriela defendeu o rumo para um “Estado Aberto”, com uma maior institucionalização das ações. Wagner Romão chamou a atenção à experiência de outros processos participativos, como os do orçamento e das conferências nacionais, que também podem ser vistos como práticas pré-existentes de governo aberto.

Público acompanhando e participando dos debates.

O GT da Academia surpreendentemente atraiu um grande público, não-acadêmico, o que provocou um debate interessante entre os participantes da mesa e o público leigo de cerca de 50 pessoas que acompanhava a discussão.

Também foi organizado um Café Hacker para apresentar e discutir a estrutura de orçamento da cidade de São Paulo, que passa a ser publicada de forma mais detalhada pela prefeitura.

Troca de experiência entre as cidades, envolvendo gestores, organizações e ativistas.

O encontro serviu para conectar pessoas, organizações e fortalecer grupos e indivíduos que trabalham temas como participação social, transparência e inovação tecnológica.

O evento foi organizado pelo COLAB, em parceria com a Prefeitura de São Paulo, INESC, Artigo 19, Imaflora, Ceweb/Nic.br, com apoio do INESC, CGU e OKBR.
