Palestra na Alemanha sobre Governo Aberto

Na segunda (13), tive a oportunidade de fazer uma palestra e responder a perguntas de pesquisadorxs e alunxs da Universidade de Zeppelin sobre a Parceria para o Governo Aberto (OGP em inglês) – iniciativa que envolve 79 países para promover transparência, prestação de contas, participação social e inovação tecnológica.

Como a Alemanha acaba de aderir à OGP e está construindo seu primeiro Plano de Ação – o interesse sobre o tema é crescente.

No início da fala fiz uma apresentação sintética da OGP, comentando sua história, objetivos, princípios e metodologias. Em seguida, comentei o contexto político e histórico do Brasil, com foco nos últimos dez anos culminando na atual crise política. A partir disso, destaquei o papel da OGP em criar um canal de participação social em paralelo à democracia representativa, que não consegue responder satisfatoriamente às demandas por modernização política e social. Na exposição, enfatizei o risco do populismo de direita ser visto como alternativa à crise da democracia representativa. Meu argumento foi que esse risco pode ser potencialmente reduzido com a criação de outras instâncias participativas de produção de políticas, no qual a OGP se destaca, por seu alcance global.

Falei também do do Plano de Ação do Brasil para a OGP, relatando como tem sido o processo que envolve cerca de uma centena de atores políticos da sociedade civil. Descrevi o método de co-criação de propostas, destacando algumas propostas que podem ter um maior impacto social.

Aproveitei a exposição para fazer uma reflexão crítica sobre os diferentes conceitos de governo aberto adotados por alguns principais atores envolvidos – como OCDE, Banco Mundial, CLAD, Fundação Omydiar. No meio entendimento ele ainda está em disputa, pois ele tem sido associado a visões tão diversas, como transparência, reforma do estado, inovação tecnológico, participação social e até novos negócios. Em seguida apresentei a proposta de um conjunto de princípios para definiçao so conceito que incluam a efetiva participação social, dados abertos, inclusão de minorias e o alinhamento com a Agenda 2030 de desenvolvimento sustentável. Desta forma, a OGP se fortaleceria e potencialmente poderia incluir novos atores no processo.

O feedback foi bastante positivo, com um público interessado e perguntas instigadoras. O convite para a palestra partiu do The Open Government Insitute (TOGI), que lidera a participação do setor acadêmico na OGP da Alemanha. Fiquei satisfeito de poder contribuir com alguns tijolinhos com esse processo que se recém se inicia na Alemanha.
